The Architectural Studio has been asked to comment on the capabilities of Balton Construction, Inc. of Ephrata, PA, and we are pleased to do so.
Balton Construction was the low bidder on a new public restroom building designed by our firm for the Governor Mifflin School District in Shillington, PA. Balton's work on this project, which is now complete, was exemplary: schedules were adhered to, paperwork was submitted in a timely and satisfactory manner, change order requests were handled fairly, coordination with other contractors was directed by Balton in a highly efficient manner, etc.

Last summer (2009,) we did major corridor renovations at our High School building and Balton Construction was the single prime contractor on that project. The dollar value was about $500,000. It was a tight timeline project and a complicated one as far as coordination goes because it affected every corridor and public space in the building and while programs were going on throughout. We were EXTREMELY pleased with Balton. They were true to their word, responsive to our requests and constraints and always wanted to do the best job possible. I told them they could use me as a reference any time and I meant it. Balton is also involved in our current auditorium project at our High School. They are, again, the GC. The value of their contract in this case is about $185,000. Although they are only 1 of four primes, they are responsible for overall coordination of the project and that is a huge factor due again to a compressed schedule of 95 days. We are thrilled to have them in this capacity because they are great at schedule and coordination.

our recently completed turnkey office renovation project. We were very
pleased with the quality of workmanship in all aspects of the project, both
in preparation work and finish detail. Change requirements were
communicated quickly, accurately and efficiently to all parties involved.
Your communication of project status and your distribution of component data
via use of e-mail was exceptional. The job site condition was exceptionally
clean and your focus on safety was evident from start to finish. This
project had a scheduled target completion which appeared almost impossible
from day one, however, your management style provided a sense of urgency
among your subcontractors that enabled the job to be finished in a very

PASBO/PASA Office Renovations Testimonial from Sims Architects (February 11, 2009)
I first got to know Luke McNaughton when he worked for another
construction company. When he started his own company I knew that
he was doing so with a depth of experience in managing projects
successfully. When he undertook the PASBO/PASA office renovation
project with a cost in excess of $1,000,000 , I was not worried that
Balton Construction would perform well. Luke has a unique ability to
get sub-contractors moving in the same direction in order to complete
the project on time. The project he took on was not without its
difficulties. In fact, the schedule was so tight that another contractor
insisted that the work would not be done on time! Well, in fact it was
completed on time and within budget. Luke and Don care about
quality and work well with Architects and Owners. Overall, our
experience was very favorable and we look forward to working with
them on future projects.
